Pakistan\u2019s government is planning a big change in how it taxes imported goods, especially vehicles. If you\u2019re interested in cars or follow the auto industry, here\u2019s what you need to know.<\/p>\n\n\n\n

What\u2019s changing?<\/h3>\n\n\n\n

The government wants to gradually phase out two types of import taxes<\/strong>:<\/p>\n\n\n\n

    \n
  1. Additional Customs Duty (ACD)<\/strong> \u2013 to be reduced over the next 4 years<\/strong><\/li>\n\n\n\n
  2. Regulatory Duty (RD)<\/strong> \u2013 to be reduced over the next 5 years<\/strong><\/li>\n<\/ol>\n\n\n\n

    These duties currently apply to many imported items, including cars<\/strong> and auto parts<\/strong>.<\/p>\n\n\n\n

    Let\u2019s talk cars<\/h3>\n\n\n\n

    Right now, the taxes on imported vehicles are high:<\/p>\n\n\n\n

      \n
    • ACD on imported cars: about 7%<\/strong><\/li>\n\n\n\n
    • RD: ranges from 15% to as high as 90%<\/strong>, especially for luxury cars<\/li>\n<\/ul>\n\n\n\n

      In the last budget, the government also added a 15% RD on used cars<\/strong> with engine sizes between 1300cc to 1800cc<\/strong>. This move made used imported cars more expensive, and the impact was clear:<\/p>\n\n\n\n

        \n
      • In 9MFY24<\/strong>: used cars made up 40%<\/strong> of local car sales<\/li>\n\n\n\n
      • In 9MFY25<\/strong>: that number dropped to 29%<\/strong><\/li>\n<\/ul>\n\n\n\n

        Clearly, people bought fewer used imports because of the higher duties.<\/p>\n\n\n\n

        What does this mean for the auto industry?<\/h3>\n\n\n\n

        If the government starts reducing these taxes, imported vehicles could become cheaper<\/strong> in the coming years.<\/p>\n\n\n\n

        But there\u2019s a catch: this could be a challenge for local car manufacturers and assemblers<\/strong>, as they may face more competition from cheaper imports.<\/p>\n\n\n\n

        At the same time, there’s good news for local assemblers<\/strong> too.<\/p>\n\n\n\n

        Under the new National Tariff Policy<\/strong>, the government plans to simplify the customs duty (CD) system<\/strong>. Currently, there are many tax brackets. The new plan will introduce just four simple slabs<\/strong>:<\/p>\n\n\n\n

        \u27a1\ufe0f 5%
        \u27a1\ufe0f 10%
        \u27a1\ufe0f 15%<\/p>\n\n\n\n

        This change will make it easier to understand duties and reduce the cost of importing Completely Knocked Down (CKD)<\/strong> kits \u2014 the parts used by local carmakers to assemble vehicles.<\/p>\n\n\n\n

        Why it matters?<\/h3>\n\n\n\n
          \n
        • For car buyers<\/strong>: If duties are cut, imported cars (especially used ones) could get cheaper in the future.<\/li>\n\n\n\n
        • For local carmakers<\/strong>: More competition from imports could mean a tougher market \u2014 but lower duties on parts may help reduce manufacturing costs.<\/li>\n\n\n\n
        • For the economy<\/strong>: A simpler, fairer tax system encourages better trade and investment.<\/li>\n<\/ul>\n\n\n\n
